TOA PAYOH
«TOA PAYOH» یک نفتکش ۳۰،۰۸۳ تنی است که در پاناما ثبت شده است. این نفتکش در سال ۲۰۰۵ میلادی ساخته و زیر شماره ۹۲۹۸۴۹۲ ثبت شد. قبلا، این کشتی زیر پرچمهای ایتالیا و جزایره مارشال حرکت می کرد و نامهای «NORTH POINT» و «NORTHERN SEA» داشته است.
در ماه ژوئیه سال ۲۰۲۵ میلادی این کشتی توسط آمریکا تحریم شد. ایالات متحده آمریکا اعلام کرده است که این کشتی بخشی از «ناوگان سایه» است؛ یک شبکه ناوگان که برای حمل و نقل نفت ایران و روسیه به مشتریان خارجی استفاده می شوند.
«TOA PAYOH» مال «Zulu Ships Management and Operation» است. این شرکت که در امارت مستقر است، حدود ۱۰ کشتی در اختیار دارد که خزانه آمریکا اظهار کرده است به شبکه حسین شمخانی مرتبط است. محمد حسین شمخانی پسر علی شمخانی، افسرعالی رتبه نیروی دریایی پیشین و مشاور رهبر معظم علی خامنهای بود. علی شمخانی در ماه فوریه سال۲۰۲۶ میلادی در حملات اسرائیل و آمریکا کشته شد.
تحریمها برعلیه کشتی TOA PAYOH و Zulu Ships بخشی از ۱۱۵ تحریم علیه ایران بود که در ژوئیه سال ۲۰۲۵ میلادی صادر شد و بخشی از کامپین فشار حداکثری آمریکا بود. TOA PAYOH همچنین توسط اوکراین بدلیل مشرکت آن در حمل و نقل اسلحه، مصولات دزدیده اوکراینی و دور زدن تحریمها زیر تحریم قرار گرفته است.

TOA PAYOH
TOA PAYOH is a 30,083 tonne chemical/oil tanker which is registered in Panama. It was built in 2005 and is registered under IMO 9298492. The vessel's call sign is 3E3823 and MMSI is 9298492. The vessel has previously sailed under the flags of Italy and the Marshall Islands and has gone by the names NORTH POINT and NORTHERN SEA.
The vessel was sanctioned by the USA in July 2025. The USA states that the vessel is part of the "shadow fleet"; a network of vessels used to transport Iranian and Russian oil to foreign buyers.
TOA PAYOH is the property of Zulu Ships Management and Operation - Sole Proprietorship LLC (Zulu Ships). Based in the UAE, Zulu Ships owns a fleet of around 10 vessels which the US Treasury states are linked to the Mohammad Hossein Shamkhani network. Mohammad Hossein Shamkhani is the son of Ali Shamkhani, a former high ranking Iranian naval officer and advisor to the Supreme Leader of Iran. He was killed in Israeli/US strikes in February 2026.
Sanctions against the TOA PAYOH and Zulu Ships were part of a package of 115 sanctions on Iran issued in July 2025 as part of the maximum pressure campaign by the USA. The TOYA PAYOH has also been sanctioned by Ukraine for involvement in the transportation of weapons, stolen Ukrainian products and in the circumvention of sanctions.
