شهاب جوانمردی مدیر عامل شرکت فناوری اطلاعات و ارتباطات پاسارگاد آریان (فناپ) است که تحت تحریم قرار گرفته است. فناپ یکی از هلدینگ‌های بزرگ فناوری اطلاعات و ارتباطات در ایران در نظر گرفته‌است. آقای جوانمردی ارتباطات نزدیکی با وزارت اطلاعات و امنیت ملی ایران دارد.

شرکت فناوری اطلاعات و ارتباطات پاسارگاد آریان متعلق به بانک پاسارگاد است که نیز تحریم شده است.

گفته می‌شود که شرکت‌های زیرمجموعه‌ فناپ به توسعه شبکه ملی اطلاعات کمک کرده‌اند. این اینترنت برای محدود کردن دسترسی ایرانیان به اینترنت جهانی مورد استفاده قرار می گیرد.

فناپ همچنین مالک بهنام،‌ نرم‌افزار تشخیص چهره است که توسط نیروهای انتظامی ایران و گشت ارشاد استفاده می شود. هر دو این نهاد امنیتی مسئول اجرای قوانین حجاب اجباری برای زنان هستند.

در سال ۲۰۲۳ میلادی، گروهی از هکتیویست‌ها به نام «GhostSec» حجم هنگفت داده‌ها از فناپ را منتشر کرد. این گروه ادعا کرد که فناپ سیستم‌هایی برای ردیابی خودروها و GPS (بهیاب) و همچنین سیستم تشخیص پلاک خودرو (بهخان) نیز توسعه داده است.

شهاب جوانمردی در سال ۱۴۰۲ جایزه «عصر تراکنش» برای چهره‌ ماندگار صنعت فناوری‌های مالی کشور برد.

Shahab Javanmardi is the director of the sanctioned Pasargad Arian Information and Communication Technology Company (FANAP). Javanmardi has strong links to the Iranian Ministry of Intelligence and Security (MOIS).

FANAP is owned by the Pasargad Bank, a sanctioned financial institution.

Subsidiaries associated with FANAP have helped to develop the National Information Network (NIN), an intranet which is being used to block Iranians from accessing the global internet.

FANAP also owns Behnama, a facial recognition software which is used by IRanian law enforcement and Iran's morality police. Both of these entities are responsible for enforcing women's compliance with mandatory hijab laws.

In 2023, a hactivist group called GhostSec exposed data from FANAP. They claimed that FANAP also had systems for tracking cars and GPS (Behyab) and a number plate recognition system (Bekhan).
